The retrieval pipeline
Microsoft documents the key handoff between Copilot and Bing. The exact model weights are proprietary, but the sequence is not a mystery.
Copilot considers the request, recent conversation context and safety instructions, then decides whether current web information would improve the response.
When web grounding is useful, Copilot distills the prompt into a short search query. Microsoft says this is generally only a few words—not the full prompt.
Bing matches that query against its index. A page must first be discoverable, crawlable and indexed before it can enter the public-web candidate set.
Bing's machine-learning systems order results using relevance, quality and credibility, engagement, freshness, location and language, and page experience.
Copilot uses relevant result content as grounding evidence, combines it with other permitted context, and generates a summarized response.

The crucial implication: for public-web citations, Copilot visibility starts with Bing visibility. If Bing cannot discover, index or rank the page for Copilot's generated query, the answer model never receives it as grounding evidence.

The algorithm
Bing lists these parameters in general order of importance, while noting that their weight varies by query and changes over time. Copilot may apply additional grounding and safety checks after retrieval.

Align one page to one clear intent and use unambiguous entity language.

Slow pages can create a poor result experience. Important information hidden behind heavy client rendering may also be incompletely represented in Bing's index.

What this means for brands
Verify the canonical URL in Bing Webmaster Tools, submit an XML sitemap, use crawlable internal links and notify Bing of important changes with IndexNow.
Copilot may search a compressed phrase rather than the exact prompt. Cover the primary entity, intent, comparison and supporting terms naturally on a focused URL.
Lead with the direct answer. Make definitions, numbers, product claims and dates explicit so each statement can stand on its own as grounding evidence.
Use named authors, clear ownership, primary evidence and citations. Original data or first-hand expertise gives Bing more reason to treat the page as authoritative.
Update facts when they change, preserve useful URLs, maintain accurate lastmod values and remove contradictory duplicate pages that split retrieval signals.
Use Bing Webmaster Tools' AI Performance reporting and repeat a fixed prompt set. Citation eligibility is not a guarantee that every answer will cite the same page.
